Yangzhou Municipal Government's Function In The Property Management Of Residential Quarters

As a booming industry,property management has been paid much attention.With the development of citizens' living standard,community owners is pursuing higher level of property service.On one hand,community owners enjoy better service;on the other hand,property management has certain disadvantages under the environment of free market regulation.Recently,with the promotion of the housing reform and the perfection of legal system,the market of property management should become mature.In the next few years,this industry will experience a transitional period.These well prepared enterprises will eliminate those ones that do not adapt to market development.Therefore,the government should exert its function of guidance and supervision to property management.The study of this dissertation is based on the foundation of Public Choice Theory,Limited Government Theory and Community Autonomy Theory and maily adoptsthe methods of field investigation,literature review,case analysis and comparative analysis.Meanwhile,ased on the existing research production,this essay focuses on how should the government exert its function.Based on field investigation and group discussion,this paper has put forward specific measures to strengthen the performance of government functions.As a typical quasi public goods,property management should rely on the influence of both market and the government instead of just market.The government should choose a scientific and reasonable supply system,and implement the necessary control to solve the problems of the service content,quality and multi-sectoral coordination of the market products.This essay has proposed several suggestions to enhance governmental function,such as mechanism innovation,legal construction and community autonomy and offered advise to solve specific problems of property management for the Yangzhou Government.
