In recent 30 years, the residential area property management industry, developing very fast, has already been becoming an more and more important part of community management and urban management. Property management services, related to security, education, culture, health, business and other aspects of community life, is an important force to build socialist harmonious society. According to statistics, by the end of 2014, China has the national property management area of about 16.45 billion square meters, the property service enterprises of about 105 thousand, the national property management industry practitioners of about 7.112 million, compared with 2012 increased by 13.5%, 48% and 16.2%. The development of property management, is not only beneficial to protect and improve the living and working environment, promote social harmony and stability, improve the level of city management, also promotes the development of the third industry in China with absorbing rural labor force to solve the social problem of employment, consequently, stimulats the economic growth in China, which plays an important role in building a well-off society and constructing the socialist harmonious society.However, with the fast development of property management, accelerating pace of urbanization and growing demand of the residents, rising awareness of the rights of owners and the industry’s complex characteristics, the disputes about property management services are sharpening. In general, the disputes are related to governmental behavior. Under the background of building the harmonious society, to solve the multiple conflicts about property management and promote the healthy development of residential property management industry, we must further standardize and optimize the government behavior, accurate positioning of the government in residential property management, create a good space for the property management industry. We consequently can build a harmonious community with the cooperation between the goverment, property services companies and owners.This paper mainly takes several property management cases of Guangzhou, as well as the relevant data and cases of China Overseas Property Management Co.,Ltd as examples to discuss the function of government for the property management in Guangzhou. First, this paper expounds the research background, significance and purpose of the research on the property management of residential districts, and the status quo of the research on the government function of the residential property management. Second, it introduces the related concepts of government function, property management, and the related theories in this paper. Third, it takes several cases of Guangzhou and relevant data and cases of China Overseas Property Management Co.,Ltd to discuss the status quo and problems of government function in residential property management. Fourth, it disscusses the domestic and foreign property management experience and enlightenment. last, from the persective of public management, it disscusses how to make the function of government for the property management in Guangzhou City more effective, and the harmonious community come ture.
