Property management originated in the middle of 1860 s capitalist countries--Britain,because of the rapid development of the industry,the rapid surge in labor demand,the city residents of a number of developers initially built simple houses sold to the owners,the owners with low prices rented to tenants.Because of the simple living environment and the emergence of a series of problems such as rent arrears and rents,a landlord has set up a set of standard requirements for better management of housing and rental property,so as to maintain the most basic living environment.This action has received the attention of the British government.The British government has gradually perfected the regulation and then gradually extended it to other capitalist countries.These gradually improved norms are regarded as the early property management regulations.In the early twentieth Century,the United States first entered the stage of rapid development of monopoly capitalism,and accumulated huge amounts of wealth.At the same time,it also brought mass migration storm and learning trend.In the process of urbanization,apartment houses and skyscrapers have brought about modern property management.There are more equipment and facilities attached to the high-rise buildings,and the structure is relatively complex.Therefore,the daily management of the property is beyond the requirements of the traditional property management.Therefore,the Property Management Company adapted to the requirements of the new era has come into being.With the development of the property management industry,the organization is gradually established.In China,with the deepening of housing reform,the sale of public housing and housing commercialization implementation,appeared in the building of diversification,the traditional housing or housing management departments for enterprise maintenance work and lack of confidence and ability,especially residential property of public facilities,such as drainage system,elevator system renovation has become inevitable with different property rights mutual prevarication.The appearance of Property Management Company is considered to be able to solve the management of housing departments by various property rights departments,which is conducive to changing the traditional administrative and welfare housing system and solving the problem of excessive government welfare burden.And property management,after decades of development,has accumulated some experience on the whole.But in order to regulate the implementation of property management in the new residential area,for property management makes living in the old district residents enjoy a better service,the relevant government departments should be combined with local conditions,formulate specific measures of administration of the property company,pays special attention to the sale of property management work,in order to further improve the level of people's life.The creation of a harmonious society.This paper explain the case by the questionnaire method,from the analysis of China's property management services standards and quality,the property management level of understanding and progress,owners of the rights consciousness and legal provisions,property management personnel comprehensive quality and ability,the property management fee control mode and dimensions.The government's function and behavior in the property management are discussed.From the perspective of public management,the government in the real estate management behavior is lack of deep-seated reasons,there are many problems in the property management of residential area for example,the government property management system,lack of government is not perfect,the government on the management of the main residential property management lack of guidance,lack of government residential property services the coordination,residents of residential property fee pricing is restricted by the government on issues such as tight property service behavior system,then put forward to perfect the construction of scientific residential property management system of laws and regulations,under the guidance of scientific and democratic management organization to actively support the residential development and construction of government supervision system under the multi subject supervision mechanism to solve strategy.The property management of its residential district has reached a healthy and orderly development.
