Research On Implementation Of Limited-price Policy In Guangzhou

Limited-price house policy,as one of the principal means of government's macro-regulation,is put forward to stabilize house price and resolve the housing problem of those at the bottom and middle.It is an important civil engineering and a level of housing security system.This thesis tries to make suggestions on how to improve limited-price house policy through systematical research on the background and development of the policy,especially the content of Guangzhou limited-price house policy and the construction status of Guangzhou limited-price house.This paper explores the existing problems during the policy execution,and uses governmental function theory and economics theory to analyze the limited-price house policy.The first part of the thesis is to analyze the background and development of limited-price house policy and the construction status of Guangzhou limited-price house.The second part is to explore the existing problems during the policy execution,including the lost of price advantage,unreasonable location choice,the lack of quality supervision and the inefficiency of the policy.The third part is to make suggestions on the revision of the policy basing on the analysis above.Through the analysis above,this thesis suggests adjusting the policy through following respects.Firstly,it is necessary to transform the function of the government.secondly,we should enlarge the target customer for the finished limited-price house,and transform the unbuilt projects into low-rent housing projects or commercial housing projects.Finally,this paper raises some advice on the improvement of the housing security system,to clear the responsibility of government,to follow the law of market economy and to expand marketization.
