Research On The Management Of Customs Confiscated Property

The thesis studied the Customs confiscated property problems using the combination of normative research and case study method,analyzed and discussed the reason of current problems and also proposed some suggestions to improve the confiscated property of Customs.With the introduction of definitions of Customs confiscated property and its management,the thesis presented the basic situations of the system,position set and related responsibilities,management measures and facts about the current Customs confiscated property management.The thesis presented the problems and analyzed their reasons based on practical cases after the explanation of theories.Those problems are:the current confiscated property regulations have restricted the confiscated property management of Customs;other administrative departments of different levels and industries have posted limitation on Customs confiscated property management;there are scientific and managing efficiency problems in current resource allocation of Customs confiscated property management;the waste of resource and restriction failure caused by the inefficient flow of information of other confiscated property management departments;there are high-risk points in the internal controlling of Customs confiscated property management;influences posed by public opinions.The thesis also proposed some feasible suggestions to improve the Customs confiscated property management.The thesis considered the management system as the foot stone and core element of Customs confiscated property management and proposed improving ways.Then,the Customs should adopt a joint force by intensifying the cooperation with other departments on a cleared responsibility.Also the thesis proposed other suggestions like allocate the resources of Customs confiscated property management reasonably,improve the knowledge structure of Customs confiscated property managing personal,increase the efficiency of Customs confiscated property processing,optimize the Customs confiscated property management system,improve the evaluation system,create a positive social effect,etc.
