Analysis On Social Insurance System To Jilin Province Farmland Confiscated Peasants

In recent years, with the regional economic development, peasants whose farmland were confiscated continuously increased, they were rendered this identity as "No land to farm, No position to work, No share in Social Insurance", whom also were regarded as a social unstable factor now. Currently, to those farmland confiscated peasants, the main resettlement China Government is taking is monetary compensation. Though the relative policy regarding the compensation to farmland confiscated peasants had been issued, the common situation is low insurance with limited insurable scope, and also due to a rural-urban development gap, household register system and social recognition reason, some peasants fail to perform urban lifestyle after their farmland were confiscated, who becomes a low-class citizen and find it hard to pursue a equal employee opportunity and proper social insurance treatment. To peasants whose farmland were confiscated by nation and lost a basic social insurance. Government is responsible to take them into a proper Social Insurance System.Based on the importance and urgency of solving the farmland confiscated peasant livelihood problem, this article start from the necessity of constructing a Social Insurance Policy for farmland confiscated peasants, to analyze current social insurance situation and problem of farmland confiscated peasants, and to present the Jilin Province Social Insurance Policy for those farmland confiscated peasants. This article were divided into4sections, the first expresses mainly the current social insurance policy for farmland confiscated peasants, in which, also gives a brief of the intention and characteristics of current Jilin Province Social Insurance Policy for farmland confiscated peasants, and analyzes the relationship between the Social Insurance Policy for farmland confiscated peasants and general Social Insurance Policy; Section2exemplified via Shuangde Village, Changchun City and Kalun Town, Jiutai City, from the aspects of common situation, main method, existing problem and solving proposal of Social Insurance Policy for farmland confiscated peasants, to analyze the problem exist in current Jilin Province Social Insurance System; the third section analyzes the current Social Insurance Policy for farmland confiscated peasants from3aspects of insured condition, main characteristics and pattern, existing problem; the last section is a continuously improving proposal for Social Insurance Policy for farmland confiscated peasants, advises and proposes majorly from integrating land-confiscating policy; integrating confiscated land compensating policy; integrating Social Endowment Insurance, Social Medical Insurance, Training System, Employment Service System aspects.As a crack way to make entire arrangement of rural-urban Social Insurance System, Social Insurance Policy for farmland confiscated peasants are making effects increasingly, constructing a Social Insurance Policy for farmland confiscated peasants has a long term and profound effect on fulfill rural-urban social insurance integration, stable and harmonious society, it also has a reality value and strategic significance on the industrialization and urbanization development of Jilin Province.
