A Research On Internal Control Of National Administrative Units Confiscating Properties

National authorities confiscated property management has become a public focus and hot spot in the center of the reform.Imperfection of laws and regulations results in lacking of standardization in power operation and high management costs.Under the circumstances,the field faces to innovate in both theory and practice.Therefore,on the basis of the theory of internal control study of confiscated property management,combine with case analysis of the shortage of the existing pattern to put forward useful suggestions,which is a brand new response to the era.The theoretical framework of power and responsibility control,information control and risk control influences each other,which provides a theoretical tool for the case analysis about unit confiscated property management status.The three major theories,which are on the logical relationship belonging to the category of the internal control theory,and at present our country administrative units to carry out the theory support of specific management activities,bridge and the link of the transition from theory to practice.This article adopts the research method of combining standard research and case study to probe into the case unit in the power structure in place analysis,internal supervision,responsibility restriction,information communication problems and reasons,and conclude the case structure,optimization of information control unit must improve power and responsibility,strengthening risk management,which focus on specific areas of the business,expands the scope of research and application of internal control theory.The above research approach further indicates the specific section structure:the first chapter is the introduction part which introduces this article selected topic background,research significance,the main research results at home and abroad,the research train of thought and the possible innovation and deficiency.The second chapter presents the basic theory of internal control of administrative units' confiscated property.In this section,firstly to differentiate administrative units,confiscated property,internal control,internal control basic concepts such as confiscated property,secondly to import accrual allocation,risk assessment,and information and communication theory,to analyze the relations between and among again,discusses its impact on internal control system to establish confiscated property,thus to lay a solid foundation for the following research and analysis.The third and fourth chapters are case analysis part,which is the key point of this article.Among them,the third chapter is mainly the content for case introduction,including the basic situation,the existence question and reason analysis,and the fourth chapter studies power and responsibility allocation,risk management and the application of information and communication theory in the case of the unit.The fifth chapter is conclusion.Internal control of state administrative unit confiscated property is an extension of the internal control research,which has strong theoretical and practical meaning,and is bounded to arouse more scholars' attention.And this is the expectation for the article to the research prospect.
