A Study On The Dilemma Of NPO's Role In Government's Purchase Of Home Care

The trend of the aging of the population is more and more serious in China,and get the attention of the society.Pension problems become an unavoidable social issues.The development of modem society has changed the original family structure,the traditional family pension has been unable to meet the growing surge in pension needs.At the same time,the face of the public on the large number of services and diversified needs,the Government also powerless.Therefore,the introduction of third-party pension service is the best choice to solve the pension problem.China's economic system reform and the transformation of government functions create a broad space for non-governmental organizations,which performance in various fields of society attracted attention.The efficiency and high quality of non-governmental organizations in the supply of public services has led the government to buy old-age services from it.Therefore,it is helpful to discuss the role of non-governmental organizations in the purchase of home care services for the elderly,which will help non-governmental organizations to play a better role and provide services.In this paper,the author discusses the role of non-governmental organization in the study of the role of non-governmental organization in the purchase of home care service.From the perspective of contractualism,the role of non-governmental organization and the achievements of non-governmental organizations participating in the government purchase of home care service are expounded.Analysis of the non-governmental organizations play what role and encounter what difficulties,mainly from the following aspects:First,study of the background and significance of this paper.Second,explain the concepts and discuss the relevant theoretical basis.Thirdly,a brief summary of the current situation of non-governmental organizations which undertake projects of the government to buy home care services in China.Then it analyzes the case of the purchase of home care service by the Gulou District Government,and discusses the functions of the non-governmental organization in the purchase of the old-age care service.Fourth,based on the analysis of the non-governmental organization's specific Operational and functions,to further superficially explore what problems the non-governmental organization has faced,that is,weak organizational capacity and its dependence on the government,and then deeply explore the role predicament of the non-governmental organizations---the weakness of the status of contract subject,which is reflected in the weak support of performing contractual obligations reflected by the weak organizational capacity,and the unequal relationship between the contract subjects on account of dependence on the government.Finally,it analyzes the reasons and influence of the weak subject of contract.The fifth is to explore the path out of the role predicament,including government policy optimization and the non-governmental organization's own capacity building,finally put forward the vision of non-governmental organizations to be government contract partners.
