Since 2008,labor dispatch has been formally used as a form of employment because of "Labor Contract Law",From then on,the Labor Dispatch System has been developing quickly in China,The number of labor dispatch units becomes larger and larger,The employment of labor dispatching industry has caused a lot of impact on the employment insurance premium rate fixing policy,making the original rate verification methods no longer applicable.The Department in 2015 issued a new injury insurance policy,making a rule to the methods of labor dispatch unit rate fixing.However,during the implementation,many cities have been using some other method instead of those methods.In this paper,the specific data of the Ministry of Human Resources and several major labor dispatch unit rate fixing methods will be calculated and analyzed.With the help of comparing the advantages and disadvantages of these methods,the author makes it clear that these methods cannot solve the defects,and are not suitable for long-term use.The labor dispatch industry rate fixing faces a lot of difficulties.Then countermeasures will be put forward,and a new method of verification will be built.Finally,the feasibility will be analyzed.This paper is divided into four parts.The first part is the introduction of industrial injury insurance,from the meaning,function and characteristics of industrial injury insurance to the historical development of industrial injury insurance.As one of the core of the industrial injury insurance system,the rate system and the floating rate mechanism have good fairness and promote the safety production.The second part is the description of the labor dispatch system.The reason why the labor dispatch system has been developing quickly in China is that the labor dispatch form has a unique advantage to help the employer to save costs.However,it also has some defects,especially the illegal operation of some labor dispatching units.The third part lists the labor injury rate verification method of current human resources department and several labor dispatch units in many cities.The specific data of the Ministry of Human Resources and several major labor dispatch unit rate fixing methods will be calculated and analyzed.With the help of comparing the advantages and disadvantages of these methods,the author makes it clear that these methods cannot solve the defects.The labor dispatch industry rate fixing faces a lot of difficulties.The fourth part puts forward the Countermeasures of the current difficulties,the first is to regulate the labor dispatch system,followed by the administrative department of labor dispatch services improve the collection of the basic data,then puts forward the new labor dispatch unit of industrial injury insurance premium approved method,finally carries on the feasibility analysis. |
