| With the modernization of large-scale production, employment injury problems have been attracted by governments of several countries to improve and perfect the employment injury insurance system constantly. Rate of employment injury insurance is the core issue in fund-raising mechanism and management system. In 2004, China's employment "Injury Insurance Regulations" was implement, but there is some issues in the reform process. It has seriously hindered the development of the cause of the insurance. The major reason leading to these problems is the rate mechanism in the insurance is not play a real role. Therefore, it is important to establish and improve in China's reasonable rate system.First, the thesis introduces the concept of industrial injury, employment injury insurance, and the historical evolution of China's employment injury insurance system in detail and points out the problems in the reform.Secondly, the paper compares the rate system between several foreign countries and cities In China and advices to establish the grade differential rate system and the floating system. It is better to make the good use of rate mechanism in employment injury insurance.Thirdly, the paper uses cluster analysis method, combined companies with the accident rate and injury insurance payment rate, to improve business risk rating classification to classification proposes to subdivide level.Finally, according to statistical process, the paper obtains the data of one company in Tianjin in 2008.
