Application Of Project Management Process Group In The Special Fund Of Repair And Purchase Of G Institute

In 2006,the State Council issued the implementation of the "national long-term science and technology development plan(2006-2020)"(Hereinafter referred to as the outline of the plan).To implement the outline of the plan,the central government set up special fund of repair and purchase for central scientific institutions at the same year(hereinafter referred to as the special fund of repair and purchase).The special fund is the important measures to improve the scientific basic level of central scientific institutions.At the same time,in order to make the special funds of repair and purchase to be implemented practically,formulate the corresponding management practices,standardize applying procedures and project management requirements to make support project and scope of special fund clear.With the implementation and continuous reform of special fund of repair and purchase,its support for central scientific institutions plays an important role.The management level for special fund of repair and purchase determines the advanced and influential role of special funds in the development of science and technology,as well as the implementation effect of special funds and the efficiency of project funds.Therefore,we focus on the management of special funds from the applying and implementing special fund of repair and purchase.This paper study and discuss status and implementation process for special funds of repair and purchase of G Institute.From the concept,characteristics and management mechanism of special funds of repair and purchase and relevant theoretical analysis and project management,we apply the project management process group into the special funds of repair and purchase of G Institute.Moreover,we discussed management of special funds of repair and purchase in the aspects of the starting process,planning process,implementation process,control process and inspecting process.The theory and method of project management are combined with the implementation of repair and purchase project.We make full use of special funds of repair and purchase to save national resources and improve work efficiency,which will be helpful to the future management of the special repair and purchase.
