Along with the development of market economy and further deepening of global trade, the competition among enterprises is more and more serious. Gradually the competition among enterprises highlights the adaptability toward outside environment and the flexibility and efficiency of the process of an enterprise itself. Procurement is an important link in corporate logistics. Procurement process management is to make plans for, organize, direct, and coordinate enterprise procurement logistics, as well as integrate control activities on procurement logistics. Therefore, procurement process management counts much for the strengthening of the core competitiveness of an enterprise. However, the procurement management of a lot of enterprises usually has the drawback of unsmooth information communication, difficulty in process supervision, too many examination and approval links, too long procurement period, weak market adaptability etc. which seriously restricts the development of enterprises.The thesis sets about from the theoretical research on process reengineering and project management to elaborate the basic conception and characteristics of the business process reengineering and project management. Also, the study on method of purchase process reengineering which is based on project management is included. On the basis of such study,CFA(Chang Feng Automobile) is taken as a real example. First, analyze the existing organizational structure and procurement process, summarize the problems existed in, reengineer the organization and process in accordance with the theory the thesis studied, then analyze and interpret the characteristics of the reengineered organizational structure and procurement process. Finally, Using with Analytic Hierarchy Process and fuzzy comprehensive evaluation to analyze and evaluate the reengineered organizational structure and procurement process. From the real example, the verification on procurement process method based on project management is shown.
