Research On Problems And Countermeasures Of Cement Overcapacity In China

In the past few years,the national economic policy is changing and the demand of cement began to decline,in 2015,the national cement production 2.35 billion tons,up 4.9%for the decline,and the national cement capacity rate dropped to below 75%,the industry competition intensifies,most decline in enterprise efficiency,and even losses,shutting down,so how to resolve the current and future cement overcapacity problem is unavoidable.The domestic research about overcapacity increased gradually over the past 10 years,and made a series of research results,as formation of a complete set of theory and method to resolve the overcapacity,but the relative lack of research on the cement industry overcapacity.This paper studies the characteristics of the cement industry,and according to the SCP theory,analyses the development and operation rules of the industry,to puts forward the countermeasures of resolving overcapacity of cement.By calculation,the current cement is in overcapacity,with the characteristics of structural,and is a long-term problem.Dissolve overcapacity needs to solve two problems:one is to cut capacity,adjust aggregate supply;Second,we need to solve the problem of market vicious competition in the case of overcapacity.By SCP analysis put forward to encourage appropriate competition and Suggestions for the improvement of barriers to entry and lower exit barriers to resolve the problem of excess for a long time,also suggested that alter enterprise merger and encourage the power-and-power union,region merging,effective concentration,and hierarchical size enterprises competition pattern,alleviate the vicious competition,maintain the healthy and orderly development of the industry.
