Research On Building Chinese New-type Think Tanks

In the context of globalization, China is known as a world power that has risen. Thanks to the importance the Party and Government has attached to think tank construction, intellectual resources of the country can be harnessed amongst the nation’s most valuable resources. When Central Committee and State Council strengthened the construction of New-Type Think Tank with Chinese characteristics as a national strategy, development of Chinese Think Tanks entered a new phase.Since the implementation of reform and opening up of intellectual discussion, so public policies-making is more reasonable and circumspect, and thus, can greatly improve a nation’s operability and preparedness.However, due to the different political systems, socio-economic level of development, and the public administration system, our development environment of Think Tank is very different from Western countries. Developing Chinese modern New-Type Think Tanks, China may absorb Western countries’ useful and mature developmental experiences. But on the other hand, China should not just copy the established model of Western countries. It needs to re-examine the increasingly complex domestic and international situation, getting rid of Western Studies Think Tank "path dependence.This paper is based on general developing rules of Think Tank and characteristics of the evolution of Chinese Think Tanks, tackling some issues of building Chinese New-Type Think Tanks on the basis of theoretical Citizen Participation and Deliberative Democracy. This thesis is divided into six parts:The first part is the introduction of the research background, purpose, review on current research, theoretical tools and methods, research content and frame; The second part defines the concept of Think Tanks, explaining the connotations of Chinese New-Type Think Tanks and analyze the reasons for the rise of New-Type Think Tanks and their functions;The third part makes a comprehensive, scientific, accurate observation and analysis of the status quo of building Chinese New-Type Think Tanks;The fourth part points out the main problems in construction of Chinese New-Type Think Tanks, and in-depth analyze the causes of these problems;The fifth part discusses the useful experience of American Think Tanks construction and its enlightenment for Chinese New-Type Think Tanks; The sixth part combines with the status quo of Chinese New-Type Think Tanks and some problems in their building process, exploring the reasonable path of Chinese New-Type Think Tanks’ construction.This paper points out that the future development of Chines New-Type Think Tanks not only need a variety of Think Tanks to improve their quality and impact; but also the need to get rid of the national capital, decision-making and institutional obstacles, creating a good environment for the sustainable development of Chinese New-Type Think Tanks.
