Application Research On The Transformation Of A Engineering Supervision Into Project Management

Go through 20 years of development,engineering supervision system in our country has been basically mature.But in the business content that "three control,three management and one coordination" of engineering supervision enterprise,the engineering supervision enterprise only focus on the control of quality and cost and schedule during construction progress.It can not meet engineering projects to provide a full range,the whole process of management services.At the same time,our country engineering supervision enterprise is facing the pressure of competition from foreign project management enterprises which have advanced technology and management level.So the transformation of project supervision enterprises to engineering project management enterprise is the new direction of long-term developmentThe necessity and feasibility of transforming the enterprise from project supervision into project management is researched in this paper through conducting comparative analysis between engineering supervision and project management.Then it analyzes the transformation of a supervision unit into engineering project management enterprise.The main content of the study are as follows:(1)Narrating the correlation theory of project supervision and management which might involve in the research,describing and analyzing the confronting problems of engineering supervision system in our country currently And then contrasting several patterns of project management for the proprietor.(2)Through compare several aspects of construction supervision and project management respectively,such as their scope of business,professional,organizational structure,etc,analyzing the necessity and feasibility of transforming the enterprise from project supervision into project management and describing three different ways of transformation.(3)Based on the project management process and the organizational environment of the engineering supervision enterprise,the paper establishes the engineering supervision enterprise maturity level model and the evaluation system respectivel.In order to transform the supervision unit into an engineering project management enterprise,the SWOT analysis is firstly carried out,and then the maturity level is evaluated by the maturation level evaluation model,and according to it maturity level and BIM,the paper put forward the corresponding transformation measures and suggestions.Finally it analyze the problem of schedule,quality and cost in the pipe pile construction stage of a project which undertake by the supervision unit.And it points out that if the project management method is used to manage the construction stage of the project and use the technology of BIM,it can reduce the appearance of these problems,which further demonstrates the necessity of the transformation of the supervision unit to the project management enterprise.
