The development of Chinese engineering supervision industry meets with the unprecedented difficulties at present. The problems are as following:the confusion of the development direction, the responsibility of safety supervision, the loss of supervision talent and low supervision fees. In order to solve the problems of Chinese engineering supervision industry, this dissertation focuses on engineering supervision evaluation system and the incentive mechanisms. From the study of this dissertation we want to clear the development direction of the supervision industry, establish the evaluation system of the engineering construction supervision enterprise project supervision capability, establish the evaluation system of the supervision service, establish the evaluation system of the safety supervision, clear the macro and micro incentive measures. The main contents and innovations are as follows:(1)Clear the evolution path of the project management models.The Chinese engineering supervision came from the western FIDIC conditions. The project management model of "little owner and great supervision" is the primary transition model from Chinese supervision to project management service. The project management model of "supervision+project management service" is the senior transition model from Chinese supervision to project management service. Finally the Chinese supervision will go to the fully market-oriented project management service and connect with the international FIDIC conditions.(2)Establish the Engineering Construction Supervision Enterprise Service Capability Maturity Model (SCMM).Based on OPM3 (Organizational Project Management Maturity Model) of PMI, the SCMM is established. The SCMM evaluation system is established, and the evaluation principles, thoughts, data processing and the design of the improvement path are cleared.(3)Establish the evaluation system of the supervision serviceThe nature, content and origin of the supervision service are studied from the perspective of service management. The gap analysis model of the supervision service is given. The evaluation system of the supervision service is established according to the formation process and the influencing factors of the supervision service.(4)Establish the evaluation system of the safety supervisionThe basic concept of safety supervision is analyzed. The object, objectives, scope, the difficulty and the depth are cleared. The evaluation system of the safety supervision and the safety of the construction site are established.(5)Analyze the incentive mechanisms of project supervision from several aspectsThe level of the asymmetric information and the risk probability between the government department and the supervision enterprise can be reduced through the reputation game analysis of the supervision market and the establishment of the reputation mechanism.The long-term incentives to the supervision enterprises can be realized through the reputation mechanism by the government.The fixed pay plus bonus model is the relatively optimal choice for the current supervision market according to the study of the supervision service contract incentive mechanism.Immoral conducts of the site supervision organization can not be avoided through the trust game analysis between the site owner organization and the site supervision organization on the project level. The supervision engineer’s incentive mechanism is analyzed by the Principle-Agent theory with the project characteristics coefficient, the coefficient of effort level, the coefficient of capacity input and the coefficient of exogenous stochastic variable.
