Study On Transfer Pattern And Efficiency Of Rural Land In The Development Of Rural Tourism

With the fast development of the new urbanization and agricultural modernization,promoting the adjustment of rural industrial structure and improving the efficiency of land resource allocation have been the key to slove the "Agricultural,rural areas and farmers"problem.Rural tourism is a combination of agriculture and tourism industry,and also an effective way for the transformation of rural industries and the construction of New Countryside.The rural land is an important material base for the development of rural tourism.And the rural land of our country bears many functions such as agricultural production and social security,and the land circulation driven by rural tourism makes the existing rural land more rich in function,and can optimize the allocation and utilization of land resourceHuangpi District of Wuhan City is one of the typical areas of rural tourism development in Hubei Province.Driven by rural tourism,the scale of rural land circulation in Huangpi District has been expanding,and a variety of land transfer patterns have emerged,which has brought a lot of benefits to the local farmers and rural areas.This study chooses Huangpi District of Wuhan as the research area.Combined with theoretical analysis and field research,this study divide the land transfer pattern into three kinds:the spontaneous decentralized transfer mode of farmers,the centralized transfer mode dominated by the government,and the centralized circulation mode of market oriented.In this paper,the corresponding evaluation indexes are selected from three aspects of economy,society and ecology,and the land use efficiency evaluation model of rural tourism development is constructed by using the analytic hierarchy process and the comprehensive index method.Finally,combined with the actual case of land transfer in the rural tourism development in Huangpi District,the author makes a comprehensive evaluation of the benefits of the three typical transfer patterns.According to the evaluation results,it puts forward the relevant policies and suggestions on the optimization of the land transfer patterns and the improvement of the transfer efficiency.The main conclusions are as follows:(1)There are similarities and differences between the comprehensive benefits and the single benefits of different transfer patterns.Three kinds of land transfer pattern can produce positive comprehensive efficiency,economic efficiency and social efficiency.However,the ecological efficiency are not all positive.The market oriented centralized transfer pattern has the highest comprehensive efficiency.(2)The three typical land transfer patterns have their advantages and disadvantages,we need to choose suitable land transfer pattern according to the different stages of rural tourism development and the actual situation of the local.(3)At present,the efficiency of land transfer in rural tourism development in Huangpi is not high,it even produces negative efficiency.We need to upgrade and improve that from all aspects of the economy,society and ecology.
