The Japanese Crew Insurance System Reform And Its Enlightenment To Our Country

This dissertation emphasize on researching the reformation problems of the Japanese crew insurance system,which aims to discuss the possibility and feasibility of establishing Japanese crew insurance system in China.Because of the steadily declining of insured people's number of Japanese crew insurance system and the climbing trend of budget deficits,the Japanese government gradually completes Japanese crew insurance system through different kinds of reforms and fully guarantees the safety of disease and disaster.Moreover,Chinese social insurance system doesn't contain crew insurance.Last but not least,finding out the solutions for guaranteeing the special group---high-risk labors' safe is the key point in this essay.The research in this dissertation mainly discussed about the development of Japanese crew insurance system and the system reformations' methods through literature research and historical analysis methods.In the process of Japanese crew insurance system's reformation,the study found that the government plays a vital important role,especially in continuously revising and perfecting the content of system.The examples such as Japan implementing for adjusting rates and insurance projects;guild managing the insurance system,etc are the experiences that our country could draw lesson from.While,in the insurance project of high-pay and widely covered,the implement of system requires large quantities of budget income and human capital.So,our country should draw lessons from the relevant security content of the project,as a fusion supplementary insurance of social insurance system is the research conclusion.
