Since the reform and opening up, China has been the cause of all aspects ofdevelopment. Economic development, people’s living standards improve, but theproblem is also coming up, the problem of unfair distribution of income in China isgradually highlighted. Unequal distribution problems our government has takenvarious policy measures to improve revenue, such as the establishment of socialmedical insurance system.To achieve the low levels of income can get effective public health services, toease the distribution of income inequality caused by the disease, our governmentcontinue to promote the reform of the social health insurance system. Based on thisbackground, the assessment of the income distribution effects of the Government toimplement the social health insurance system is the focus of this article. In this paper,based on the theory of welfare economics, the social medical insurance system toprovide medical services, utilization and financing of medical services in three areasto analyze. Big event in health care reform as a clue, the country ’s reform of thesocial health insurance system is divided into three major areas: the first stage, theearly1950s to the early1980s-20plan market period; second stage, the20th centuryin the early1980s to1993transition to a market economy; third stage,1994to2012period as a market economy to improve. Use China Nutrition and Health Survey dataCHNS, calculate the comprehensive social health insurance system of incomeredistribution effect from the macro level to the deep analysis of social medicalinsurance system to alleviate the effect of income inequality in our society is. For amore comprehensive analysis, this paper assesses the redistributive effects ofdifferent medical social security system, discusses the three systems of social healthinsurance system which can better serve the community to narrow the income gap,improve income distribution community effect.The results showed that:(1) medical expenses will be paid by the residents ofthe community makes the Gini coefficient increased, exacerbating social inequalitiesof income, reflecting the payment of medical expenses of residents is indeed one ofthe factors to expand distribution of social income gap. Chinese social medicalinsurance system after the implementation of the social compensation Gini coefficientwill decrease, indicating that China’s social medical insurance system from theperspective of the global community to improve the effect of the distribution of income. The lower income (2) resident population, per capita health care costsattributable to each paid the higher rate of income, medical burden low-incomegroups than high-income groups relatively more heavier.(3) accounted for the townto pay medical expenses per person per income ratios are much lower than in ruralareas, urban relative burden of medical costs paid by those in rural areas will belighter. |
