The Construction And Sustainable Development Of The Ecological Public Welfare Forest In Minhou

Fuzhou Minhou County is located in the western city of Fuzhou along the Wulong River,close to the Minjiang River estuary,east to Yongtai County and Minqing County,north to the south of Gutian County,and at the junction to the two cities of Fuqing and Changle.Minhou County is 55.75 km wide from east to west,89.7 km long from north to south,Its total surface area is 212866hm2.Minjiang River runs through the middle of the county from northwest to southeast.The river is 100.4 km long in the county,the county has seven towns and urban border or across the river,seven cross-river bridges connect to Minhou with Fuzhou city,State Road and highways crisscross the county,ecological location is very important.The construction and protection of ecological public welfare forest of Minhou,plays an irreplaceable role on the protection of natural environment in Fuzhou City,at the same time,sustainable development of ecological public welfare forest is an important measure for the development of ecological forestry in Minhou county.The total area of ecological public welfare forest in Minhou County is 57379.61hm2,accounting for 26.96%of the total area of the county's land area of212866.00hm2,accounting for 39.95%of the total forest land area of 143629.70hm2.There is 2318.10 hectares of natural forests,34109.00 hectares of artificial forest,81.51 aerial seeding stands among them.The ecological public welfare forest in Minhou are mainly distributed in Minjiang River Basin,Chishan Forest Park,five Tiger Mountain Provincial Forest Park,and on the both sides of Fuquan expressway,and Wai Fu railway,concentrated in Dahu Xiang,Zhu Qi Xiang,Nanyu town and Qingkou town.At present,the main types of ecological forest in Minhou are:water conservation forest,soil and water conservation forest,scenic forest and nature reserve forest.Based on the analysis and research,this paper puts forward the main shortcomings of the construction of ecological public welfare forest in Minhou:the awareness of Ecological public welfare forest protection is relatively weak;the mode of ecological public welfare forest management and protection is single;the capacity of grassroots service public welfare forest construction is weak;the structure of ecological public welfare forest tree species is unreasonable;the stands quality of ecological public welfare forest is low;the compensation of ecological public welfare forest is low;Monitoring system construction is lag,and the construction of public welfare forests along Wulong River must to be strengthened and so on.Based on the theory of sustainable forest management and othertheories,Combined with the domestic and international advanced experience of ecological forest construction,this paper puts forward the sustainable development strategies for ecological public welfare forest of Minhou County:Efficiently advocating protection and management of ecological public welfare forest in Minhou county;Reasonable adjusting Minhou County ecological public welfare forest stand structure;Optimizing the quality of stand;Reasonable replanting and repairing;more measures to improve the quality of stands;Improving the relevant mechanisms of ecological public welfare forest;Innovating the science and technology of forestry to promote sustainable management of ecological public welfare forest;Broadening the funds channels of ecological public welfare forest management and protection;Accelerating the establishment for monitoring and evaluation system of ecological public welfare forest.
