Study On Horizontal Ecological Compensation Echanism Of Public Welfare Forest Based On Ecosystem Service Value

At present,the ecological compensation system of our country is not perfect in the direction of longitudinal financial transfer payment,there is insufficient compensation and lack of incentive to the eco-protector.It also needs to establish the system of horizontal ecological compensation between the regions:on one hand,to make up for the limitation of vertical ecological transfer payment,introduce market mechanism,and alleviate the financial burden of central ecological compensation;on the other hand,safeguard the interests of the ecological function area and support its economic development.This paper studies the ecological compensation of the public welfare forest in Zhejiang Province in the following steps:Firstly,the paper reviews the ecological compensation and ecological value measurement methods.Then,the ecological value of the public welfare forest in 89 counties of Zhejiang Province is measured by the market value method.Then,according to the geographical attribute and ecological value overflow of the administrative regions,it is determined that the compensation mechanism is reasonable.Finally,considering the characteristics of the study and the current social environmen,this paper puts forward the incremental mechanism of lateral compensation,and provides a feasible channel for the actual compensation to further close the transfer payment requirement.The research draws the following conclusions: First,we propose a method to measure the ecological service value of public welfare forests for the purpose of horizontal ecological compensation in Zhejiang Province,and calculate the 89 county-level administrative regions in Zhejiang Province.Second,according to the geographical features and the overflow of ecological value in all administrative districts in Zhejiang Province,the 89 county-level administrative divisions in Zhejiang Province are divided into six independent districts,32 compensation districts and 51 payment districts.According to the spillover of ecological value,Calculate the expenditure area,the compensation area of ecological compensation demand.To study the economic feasibility of the payment areas:Consider the proportion of the payment amount to the local fiscal revenue,that is,the amount of its ecological compensation expenditure within the local financial sustainability,and the ratio of per capita burden to per capita disposable income,that is,the per capita burden on local residents Within the scope of their willingness to pay,determine the scale of eco-transfer payments on this basis.The social feasibility study of the affected areas:11 key ecological function areas in the ecological compensation mechanism in this study fully benefit.Third,the introduction of incremental mechanism,that is,the scale of eco-compensation transfer payments with the residents of Zhejiang’s spending power and willingness to pay increased gradually.In the third and sixth years of the implementation of ecological compensation,the scale of ecological transfer payment will be slightly raised under the premise of ensuring the economic feasibility of the payment area.The ecological value of public welfare forests is re-calculated every 6 years,making ecological compensation easy to implement and in line with the actual ecological value of public welfare forests.
