Multifunctional Farmland Planning On Agriculture-appropriate Sandy Land Of Inner Mongolia

With the rapid development of social economy and expand of common concerns about building an eco-civilization,exploitation and protection of sandy land becomes a heated topic among people.Being a part of the agricultural land reserves,making clear of it's the quantities and qualities is the premise and basis of development and multifunctional farmland planning of sandy land.This paper chooses HangJin Banner,Inner Mongolia as study area,uses RS and GIS methods to got the agriculture-appropriate sandy land's survey method and rating system.Depending on the effects upon,we chooses the exploitation part to do the multifunctional farmland planning.The main step of this study is: firstly,getting the correct definition of agriculture-appropriate sandy land and making sure of its bounds,quantities,qualities and distribution,the evaluation shows that the total area of agriculture-appropriate sandy land in HangJin Banner is about 1118727.14 hectares.To making clear of the exploitation and protection degree of agriculture-appropriate sandy land in HangJin Banner,we do an agriculture-appropriate evaluation and divided the result into high,higher,medium,lower,low five suitability rates.Secondly,to make the using and development of agriculture-appropriate sandy land high efficiency,combining the evaluation,balance of water resources and the natural and historic characteristics of agriculture-appropriate sandy land of HangJin Banner,we decided to only uses the high,higher and medium rate to do the farther multifuctional farmland planning,and leave lower and low rate out of account.This paper makes significance of ecological benefits of multi object programming approach to be the goal,combining the qualitative and quantitative,entirety and dynamic principles,and in the view of the definition to differentiate the first level of multifunctional partition into Ecological service function,Isolate and protect function and Landscape and humanity function.On account of the differentiate of First level of multifunctional partition,we set up a second level,system of dominant sandy land by its climate and the character of sand;and differentiates the recessiveress sandy land by the grade of evaluation.On account of the multifunctional partition,we detail it into water-saving planting layout,benefit-economy agriculture industry layout,protective eco layout and stable agriculture and forestry layout.With the partitions upon,the pertinent development and utilization methods and control measures are given.Finally,the paper summarizes the development prospect and farther technical requires on agriculture-appropriate sandy lands multifunctional farmland planning by four safeguards in fields of administration,economic,policy and technique.
