The construction of multifunctional urban agriculture park is a microcosm of the comprehensive solution to the development of agriculture, rural areas and farmers.A integrated multifunctional urban agriculture park system includes subsystems of the ecological conservation subsystem, the agricultural industry development subsystem, the village construction subsystem, the rural tourism development system and interface elements to integrate different subsystems. These subsystems interact with each other via different elements which formed a complex social and economic development system for rural region objectively. This paper starts from the discussion of the development issue of agriculture, rural areas and farmers,to summarize the research results of the development planning from the existing agricultural park.By the means of system theory, this paper defined and analyzed the essence and connotation of the multifunctional urban agriculture park, and found out the relationship among its subsystems and elements. With the integrated use of symbiotic coupling theory, this paper construct a development planning mode to guide the practice planning of the multifunctional urban agriculture park, from the aspects of internal and external characteristics, construction of connotation, innovation, motivation, and the relationship among the subsystems. In the practice planning,it started from the planning of system level, space structure, symbiotic unit, symbiotic coupling interfaces and the system integration elements based on the development planning mode to form a healthy and sustainably developing park, and hope to be able to provide a new view and method to solve the problem of the regional agriculture development under certain conditions.
