The concept of Multifunctional Agriculture (MFA) has been used in Three rural policies, which proposes that the multi-functions of agriculture should be valued in the development of modern agriculture. Harbin is not only an important commodity grain base which lay a solid foundation for MFA’s development, but also have got policies support for it, such as the "12th five-year plan" and " 12th five-year agricultural development plan". It means a lot to enrich the agriculture’s notion by the theory of MFA, and to extend the agriculture’s denotation by the development of MFA. This paper states the connotation and construction of MFA, analyzes the resources endowment and current situations of MFA in Harbin with the theory of economics and agriculture. Besides, the developing level of Harbin’s MFA is also analyzed with multi-grey model. Finally, it offers solutions and development patterns on the basis of MFA’s experience at home and abroad.It will firstly refer to the research perspectives and MFA’s development experience in theory and practice. It states the connotation, features, structures and theoretical foundations of MFA. Then, it draws a conclusion that governments should be the leader, science and technology should be the support, service systems should be the guarantee, benefits of economy, ecology, society and culture should be the target for MFA development with the analysis of the practice of EU Japan, South Korea, Beijing and Taiwan.Secondly, it investigates the dynamic and static states of MFA’s development in Harbin. It describes its current situations and resources endowment with the quantitative data objectively and indicates its problems. Then, it builds MFA’s evaluation frame work and employ multi-grey model to make an empirical analysis of Harbin agriculture’s economic functions, social functions, ecological functions, cultural functions.Then, it proposes the development patterns of MFA in Harbin. The development of MFA should follow the principles of economic constructions, social development, ecological protections and so on. It suggests in dividing Harbin’s farmlands into four regions:main-urban areas and suburb of high-quality farm products, central-plain areas of featured farm products, northwestern ecological agriculture areas, southeastern areas of ecological agriculture and featured forestry and husbandry. Besides, the agriculture can have different ways of operations and aims, such as primary patterns of agricultural economy, secondary patterns of agricultural services and advanced pattern of agricultural experience. The development mechanisms include dynamic mechanisms, information exchange mechanisms, competitive mechanisms and social responsibilities.Finally, based on the researches this paper has done, it puts forwards suggestions for policy makers, such as government guidance, technical innovation, service systems, farmer’s cooperative and diversified ways of operations.
