With a case study of Taiyuan Railway Bureau,this paper presents the E-learning strategy of railway bureau staff through model construction,questionnaire survey,data analysis and other methods.The main issues are as follows:1.Analysis of the education and training demand of railway bureau staff under the background of "internet plus".After building the railway bureau staff's competence matrix,a survey of staff training demand and training management problems of Taiyuan Railway Bureau is conducted.The results show that there are significant demands for occupation ability promotion,while lacking adequate training means and incentives.Then,suggestions with "internet plus" training ways and related optimization modes are given.2.The results show that there are significant demands for occupation ability promotion,while lacking adequate training means and incentives.Then,suggestions with systematic training courses design,"internet plus" training ways and related optimization modes are given.3.Analyzing E-learning results and effects of the railway bureau staff.In order to evaluate performances of the E-learning system,an index system including system quality,interaction quality,content quality and personal factors is designed through questionnaire survey and statistical analysis.After conducting a survey of the E-learning results and effects of Taiyuan Railway bureau staff based on the index system,suggestions on developing E-learning system for railway bureau are proposed.4.The railway bureau staff E-learning system is presented.Considering the "internet plus" education and training demand,A E-learning system is designed with combination of self-service terminal,online test,online training,multimedia training materials,as well as the functions of the whole system.
