| With the development of the productivity and the advancement of science and technology, the railway enterprises have also been increasing the technology content constantly. Application of new technology new equipment new technique and new regulation of the railway has been increased more and more frequently. Meanwhile, in order to adapt to the needs of the reformation and development, the Ministry of Railways adjusted the productivity composition, withdrawing the railway substations, and according to the government's requirement, implemented the separation of the main and the auxiliary, carried out the strypped-down of the auxiliary. Regardless of changes in productive technology or in organizational adjustment, all these will break original education and training system of the railway workers which has been seriously problematic, making the system facing more serious challenges.In the process of the staff education and training, training teachers and training materials are important foundations of the work. Therefore, in accordance with the practical needs of the railway workers, establishing teachers team with both the knowledge and the skills, developing targeted applied high-quality training materials, are the top priority in the staff education and training work.Based on the Human Capital Investment Theory, Vocational Education Theory, Vocational Education Psychology Theory and Knowledge Management Theory, through investigating analyzing researching training teachers and training materials's present conditions and existent problems of the educating and training system of the railway enterprises' employees, according to the actual needs of the railway enterprises, this article gives many suggestions helping to improve training teachers and training materials of the railway enterprises. These suggestions have great significance in both theory and practice. I hope these suggestions could help the educating and training system of the railway enterprises' employees to be more perfect, keep improving employees" s theoretical knowledge and practical skills, providing high-quality personnel for the "leaps and bounds" development of the railway.From September 2005 to April 2006, With my tutor (Pro. Lin Daidai ), I participated in Pro. Yuan Lunqu's research topic: a project sponsored by the Ministry of Railways- 《 Research on the educating and training system of the main types ofrailway workers》.In it, I was mainly responsible for the research on the training teachers and training materials.
