Research On Risk Management Of Construction Project Of Guangxi Insurance Company Financial Sharing Center

Based on the founding of PICC Guangxi Branch's Shared Financial Service Center,this paper analyzes the risk factors and solutions that require special attention in building PICC Guangxi Branch's Shared Financial Service Center.This paper first uses hierarchical holographic modeling(HHM)to identify the project implementation risks of the Shared Financial Service Center,then analyzes the risk factors of implementing the Shared Financial Service Center using the fishbone diagram.The main consideration for using HHM is that financial system reform involves not only inherent risks of project advancement but also risks specific to financial management.This means that the overall risk profile is complex,with risk factors cross-influencing the advancement of sub-processes.Furthermore,financial system risks are typically of a high risk category in business organizations.Using the fishbone diagram to analyze project risk factors on top of the HHM framework visualizes the relationships between the different risk factors.Normally one fishbone diagram can sufficiently express the relevant risk context of a project.However,as building a Shared Financial Service Center qualifies as organization construction,it is characterized by multiple angles and layers,where contents overlap.Therefore using the fishbone diagram to peel away the risk scenario consisted of different dimensions helps better identify each risk factor.This paper refers to the leveled fishbone diagram brought forward in some multi-scenario project analyses of other disciplines,analyzes the research project layer by layer to form a multi-layer risk factor fishbone diagram.Through the analysis of each sub-process a risk inventory of the sub-process can be derived,which when added up provides the frequency statistics of the individual risk factors.In the case of PICC Guangxi Branch's Shared Financial Service Center,the highest frequency risk factors from the risk inventory are human resources risks,calculation efficiency risks,information system risks,service efficacy risks and project cost risks.
