Mode And Mechanism Research On Cooperation Of High-tech Industry Between Fujian And Taiwan

During the eleventh session of the Central Financial Work Leading Group on November 10th,2015, general secretary Xi Jinping referred to focus on strengthening the supply-side structural reforms to adjust the economic structure, achieve optimal configuration of the elements, and improve the quality and quantity of economic growth. From the production point of view, the supply-side reforms will lead to increased proportion of tertiary industry, and traditional secondary industries will decline, while new secondary industries rise. Under this background and policy guidance of our country's developing low carbon green economy to adjust the industrial structure, high-tech industries have become one of the key industries to transform the mode of regional economic development and increase the competitiveness of regional economy.In recent years, trade exchanges in the field of technology between Fujian and Taiwan has been rapidly developing, this article combines the method of theory research, quantitative analysis and qualitative analysis on the study of the deep cooperation of high-tech industry between Fujian and Taiwan in the ECFA era, whose situation and the existing mode of cooperation has been discussed. Based on this, suggestions to build the innovative mode and mechanism have been put up.As the study found, the present cooperation of high-tech industry between Fujian and Taiwan stays in a relatively low level, and there is larger space for late cooperation. Fujian and Taiwan's high-tech industry have both developed into the innovation period, the former is just in the early period, while the latter has entered the relatively mature stage. Tech Industrial Cooperation between Fujian and Taiwan from 1991 to now, mainly go through 5 stages-the brilliant, constrained, restorative, fluctuant, and stable growth. The convergence of development planning, the complementarity of fzctor endowment and the development level of high-tech industry respectively forms the policy basis, realistic basis and potential energy basis of their cooperation. Current high-tech industry cooperation gradually expand, deepen, and the cooperation platforms gradually complete. The current cooperation model are mainly elements consolidation pattern, geographic cluster pattern, aggregation and docking pattern and the Industry-University-Institution union pattern. There are still problems in their cooperation, such as the blocking Taiwan authorities political forces, poor investment environment in Fujian and unequal distribution of Taiwanese investment in Fujian. Therefore, cooperation mode and the matching mechanism remains to be completed. Under the impetus of the ECFA assignment and regional economic integration, synergy innovative depth cooperation pattern and supporting mechanism are put forward, including the innovative resource integration mode, virtual space cluster mode, industry chain docking mode, innovative technical cooperation mode, and the integrated system network which consists the elements integration mechanism, the industrial connection mechanism, regional coordination mechanism and constraint safeguard mechanism.
