A Case Study Of The Financial Revenue And Expenditure Of Poyang County

Since the implementation of "province directly governing county" fiscal system and the enhancement of county government’s autonomy in the development of the county economy in Jiangxi Province,especially after the 18 th CPC National Congress promoting economic transformation and upgrading,changing the mode of economic growth,encouraging popular entrepreneurship and innovation,the government of Poyang county has achieved remarkable and effective progress in promoting the development of county economy and improving the underdeveloped economic situation.But compared to the economic level and fiscal capacity of the other developed cities,the situation of Poyang County’s economic development is not optimistic.The County government and the County committee of CPC are still facing problems such as low gross domestic product of County,irrational industrial structure,small-scale fiscal revenue and expenditure,and limited disposable fiscal income.From the perspective of public economy and management theory,county’s fiscal policy is one of the important ways to promote the economic development within the area of County’s economy.According to this point,this paper will summarize the current situation of the economic development of Poyang County,analyze the existing problems in the process of economic development,learn from the successful experience of the developed counties and cities and propose fiscal solutions to County government and County committee of CPC for promoting the economic development considering the current status of Poyang’s economy.In this paper,based on literature search and analysis,and the collection of fiscal data of Poyang County,the main research methods and ideas are presenting in charts for important information including the current economic status,the scale and composition of fiscal revenue and expenditure,and the economic structure of industry in Poyang County.The methods employed in this paper involve comparative analysis,case analysis,normative analysis,empirical analysis regional economic theory,local financial theory and financial supporting economic growth theory.According to data comparison results by using the above methods,the difference in fiscal data between Poyang and other counties will be analyzed.A comprehensive analysis and summary of the situation of the financial and economic development of Poyang County will be provided.The fiscal solutions to government economic policy will be proposed in this paper for promoting the economic growth in Poyang.According to the general rules of academic research and the format requirements of academic writing,the content of this paper can be divided into five parts.The specific arrangements are as follows:Chapter one is the introduction.This part introduces the economic and social background,objective and significance of the study,focusing on the significance of Poyang,a typical agricultural County and lakeside city of Poyang Lake in Jiangxi province,as a typical sample in underdeveloped area.The second chapter is the basis of relevant theories.This part mainly discusses some important public economics and management theories utilized in this paper,which have: Regional Economics,especially theory related to County economy;Finance,including the system design from government level and the financial level;county government property rights and the governance divided;the theory of financial support for economic growth;the function theory of local finance,the theory of financial competition in the process of inter governmental investment and so on;The public management theory,including the new public management theory and public service theory.Based on utilization of this knowledge,this paper provides theoretical solution to solve fiscal problem.The third chapter is the analysis of the fiscal support to the economy in Poyang County.This part is mainly to make a comprehensive exposition,which includes Poyang County’s basic situation,economic development and fiscal effects on economy.Through comprehensive comparison of statistical data,a regression model is established to analyze the county income and expenditure.This part points out a total of nine problems: difficulties in income growth,decreasing of tax proportion in County’s income;optimization of tax structure;lack of financial resources;unreasonable expenditure structure and direction;overdraft of administrative spending;problems in counterpart funding and low-level financial management.The fourth part is the policy recommendations for optimizing county income and expenditure.It includes how to support the allocation of resources,promote fair distribution of income and optimize economic environment.The rational allocation of resources is mainly about how to implement and strengthen the system construction,optimize the allocation of resources,adjust the industrial structure,provide public products and etc.;equitable distribution of income refers to fair expropriation and distribution,relationship between social justice and economic growth;optimization of economic environment includes dealing with the relationship between government andmarket,and protecting market.The fifth part is the conclusion and outlook.This part summarizes the previous problems,conclusions,and the solutions.This part emphasizes break-even,the capital efficiency,scientific allocation of financial resources,and the relationship between government and market.The direction of future research is described.
