Whether The "County Directly Under The Jurisdiction Of City" System Could Improve County Government Fiscal Capacity

Ever since the founding of PRC,Chinese executive system has gone through several stages of reform,the underlying cause has been the drive to fit the fast development of the era and the transformation of the economic structure.Nowadays China has entered the developmental stage of simultaneously dealing with the slowdown in economic growth,making difficult structural adjustments,and absorbing the effects of previous economic stimulus policies.To parallel the new thinking of the economic development,the executive systematic reform has taken a gradual ride up.in the meantime,problems of the current the “County Directly under the Jurisdiction of City” system has emerged,considering the successful experience from the Zhejiang mode,a new route of using the reform on the “ County Directly Under the Jurisdiction of Province” to fix the problems of the “County Directly under the Jurisdiction of City” system has come to many scholars' consideration.Promoting the reform,making it an efficient route to the current deepening of the reform has been proposed.Nowadays with the reform deepening,topics like whether overall systematic reform is implementable,whether the reforming efforts has taken its due performance,and how to assess its performance have become research hotspots of the scholars.January1st,2005,Jiangxi province has started the reform on the “ County Directly Under the Jurisdiction of Province”,based on certain progress and with the promotion form the central government and its apparent willingness to include Jiangxi province and some counties in the experimentation to make them prosperous and beautiful,in July 1st,2014,Jiangxi province has chosen 3 cities and 3 counties as pilots to start the reform on the “County Directly Under the Jurisdiction of Province”.Whether the endeavor has achieved due expectation,and what influence the reform on the “ County Directly Under the Jurisdiction of Province” has placed upon these 6 cites and counties,these questions are to be scrutinized.This essay takes the County government fiscal capacity as a vent to slide into research,by compiling documentation concerning the reform on the “County Directly Under the Jurisdiction of Province”,County government fiscal capacity,we raised two basic questions,firstly could the reform on the “ County Directly Under the Jurisdiction of Province” improve County government fiscal capacity;secondly,what are the conditions for the reform on the “ County Directly Under the Jurisdiction of Province” to take effect on County government fiscal capacity.Based on the documentation research and the reality of the reform on the “ County Directly Under the Jurisdiction of Province”,construct the assessment index system of County government fiscal capacity,input factor analysis and put into data from 72 counties in 2013 and 2015,and finally with parallel analysis,we reached the conclusion: firstly,the reform on the “ County Directly Under the Jurisdiction of Province” could overall strengthen County government fiscal capacity;secondly,the economy basis is different county to county,this brings difference in the influence that reform on the “ County Directly Under the Jurisdiction of Province” has upon County government fiscal capacity.The better their economic conditions,the better the enhancement,and conversely,the worse economic conditions,the less influence it receives or in some case,opposite effect will incur.In conclusion,overall,the reform on the “ County Directly Under the Jurisdiction of Province” has positive effect on County government fiscal capacity,but minor problems will emerge in the pilot stages,this is due to the overall economy environment at home,the friction caused by the dual system and problem already exist in the experimental county.This gives us another prospective: the reform on the “ County Directly Under the Jurisdiction of Province” is going to be a long battle,in the coming future,Jiangxi province is going to extend its experimental scope,deepen its experiment complement and strengthen its safeguarding capacity,include counties with strong fiscal capacity into the scope of this reform on the “ County Directly Under the Jurisdiction of Province”.To those with weaker fiscal capacity,we need to improve its reform performance and strengthen safeguard form legal and supervision system.
