Study On Fiscal Policy Of The County’s Economic Structure Adjustment

Since the concept of county economy defined in the "Sixteenth National People’s Congress", more and more scholars realize the importance of developing county economy, but based on the factual of "dual economic structure ", there were lots of problem in the county economy. As the basic unit of national economy, and county economy bridges urban economy and rural economy, adjusting of county economy is the important content of accelerating the structure of national economy, and is important measure of easing dual economic and enhancing farmers’income. With the reform of economic system continues to deepen in our country, adjusting of county economy in different areas show different situation:county economy in eastern developed area discarded most traditional and high-energy consumption industry, and make good progress in some area, such like protecting environment, talent introduction and developing agriculture and so on, which make economic structure much better; however, some counties in western area in the process of adjusting economy structure, which make and use unreasonable fiscal policies for the political achievement and image project, focusing on industrial economy, receive some projects discarded by the developed county or area, with the fact that environment turn worse and the farmers’income didn’t enhance.We learn from that adjusting of county economy must base on the national economic Strategy, and make effort to the future economy development. At the same time, we must take environment protecting and farmers’income enhancing as work point. Which we should make fiscal policies to fufill.The paper base on the former points, making Xiuning County as sample, then, Collate and analysis the problem in the economy structure and the fiscal policy. and make some advisement of fiscal policy. It has Theoretical value for the research of Xiuning County economy development and economy structure adjustment, but also has real value for Xiuning County economy development.The main contents of research at the paper are composed by three parts:at first, we define the content of county economy structure and fiscal policy; second, we take Xiuning County as sample, analysis the elements of Xiuning County economy totally, and summarize the problem; and evaluate comprehensive development of Xiuning County. At last, we give some advice of fiscal policy to adjust economy structure.In this paper, the main conclusions:(1)based on the data analysis, during the past5years, Xiuning County economic growth has been sustained growth by the fiscal policy spurs the economy structure adjustment, it still has a lot of problems in economy structure and sensible fiscal policy. This was reflected in the proportion of unreasonable industrial structure; the big gap income between rural-urban area;the low level of innovation; the low quality of human resources; inadequate of fiscal support extent, especially in important project, such like environment protecting, Scientific and technological innovation, education, agriculture and so on.(2)Investigate about policy:based on the above analysis, we aim to the those problems, make some new fiscal policies about enhancing the support extent, learning the support methods, innovating concent to give better policy to support economic structure adjustment.
