The Influence Of Fiscal Spending On Growth Of County Economy

The county economy in our country is a kind of special regional economic pattern. The development of county economy, which is our country national economy of organic cells, is the endogenous power in the process of economic development in our country.In other words,the development of county economy itself is a miniature of the whole national economic development. As an important supporting of the development of county economy, the county financial expenditure structure has been closely watched, since the county fiscal spending is a matter of life and local public utilities,infrastructure,industrial layout and so on, which has important influence on the whole county economy at the same time.Nowadays, a large number of population has been agglomerated with the constant improvement of urbanization in our country, that makes the most of the population distribution at the county territory.It makes the county economical development sustainable and healthy and plays an important role to solve "three agriculture" problem.The further research on the county economy, from the perspective of fiscal expenditure,will have a positive impact on the production and living of the vast majority of people. Therefore,the limited fiscal spending explore how the development of economy and society in the service process effect on the county economy, which has a certain practical significance on growth of county economy.It is also an important theoretical exploration benefit the livelihood of the people.The paper takes Jinxian County in Jiangxi Province as the research prototype. Firstly, From the theoretical perspective of fiscal expenditure structure and economic growth related theory are discussed.Secondly, analysis about the present situation of Jinxian county economic development level, including economy, investment and industry conditions, and find Jinxian County economic development restriction factor.Besides,Jinxian County of fiscal expenditure structure are divided into four aspects,which is basic construction expenditure, expenditure for supporting agriculture, social expenditure administrative expenses and descriptive statistical analysis, respectively. Based on the analysis of the statistical analysis, this paper, by using variable form of Cobb Douglas’model, constructs the regression model between fiscal expenditure structure and the county economy.From the result of the regression, we found that the fiscal expenditure structure and the development of county economy is the height of the fitting. It has the elimination effects on economic growth among the spending in fiscal expenditure structure, basic construction and social administrative expense, while the expenditure for supporting agriculture has a promoting effect on economic growth and social spending. And combines the result of data analysis, found that the fiscal expenditure of structural contradictions still exist.On the basis of empirical analysis, This paper is to discuss the policy, issues related to fiscal expenditure structure and the development of county economy, the optimization of fiscal expenditure structure, to promote the Jinxian County territory economy development policy recommendations, in the hope of providing some reference for the development of county economy in Jinxian County.
