Project Management has been existed more than half century.It is developed from a simple concept to an intergrated mangement system.With the application of project management theory on all kinds of projects,we are experiencing the changes more and more deeply.Information technology rise up from twenty century,and it is a new technolgy that overthowrn the life and society which is very popular.To apply mature project management theory on information technology project to help management to complete project more effectively and standalizely,It becomes an objective for more and more information technol ogy management.With the software development project as research object,this paper research the project delay problem in software development project through project management methodology and thinking of management and base on time progress management theory.First,with introduction on the project progress and time management background and theory,it makes the bedding for the following.Second,through description of the potential problem in SCCD software development project,and with related project managment methodology,introduce the root casues of each problem.Then,base on problems above,through review of related materials and with actual project managment experience,provide corrosponding solutions.Explain the implmentation effectivness and ensure the implementation effectiveness through certain control.Last,summarize the research result of time and progress management of SCCD software project.With research on progress management from SCCD software development project,plan of early stage is the basis of project progress control and it decides the feasibility of project time control.Management in late stage decide whether the project can be completed on time.Human is the most important factor in the project.Usability risk of human and human enthusiasm are the areas need be enhanced for project management.
