With the acceleration of the globalization process,Chinese enterprises always explore the way of going out actively,and work hard to improve international competitiveness.However,compared to transnational corporations in developed countries,the way to globalization for Chinese enterprises is still in its infancy.No matter in R&D capabilities,technological innovation,talent development and other aspects,they still need a long way to go.Although CRC has become the biggest supplier of rail transit control system around the world,its International Business Index is very low.As a central enterprise,CRC has an important mission like other Chines enterprises,which is leading these companies to go out of the country.So CRC accumulated a strong internal driving force of international business,and developed a strategy to promote the expansion of overseas business during the 13th five-year development planning.Base on this background,CRC's internationalization faces many challenges at well.Among them,the company is in short of international talents and professional international market management teams,which is the most prominent challenge for CRC.Overall,human resources as the first resources,it's necessary to study on CRC's strategies of talent internationalization,which also has a practical effect on CRC's development.This article uses the case of CRC,and analyzes the strategies of talent internationalization in state-owned enterprises.CRC's international development and talent situation are analyzed by benchmarking,compared to Siemens,Alstom,and Bombardier,which are technology,products and service providers in traffic and communication signal domain and have a higher degree of internalization than CRC.Based on the analysis,the problems on talent internationalization in CRC can be found.And then,researcher proposed the strategies on talent internationalization from recruitment,configuration,training,evaluation and other aspects,which can provide reference for building up its international talent team,and help CRC to reserve international talents for future development.
