With the deepening research of domestic and foreign scholars,procurement management has been transformed from simple transaction behavior to strategic management activities,which has played a huge role in saving enterprise cost,increasing efficiency and improving enterprise competitiveness.Oil prices and fierce competition in the market makes the drilling industry is facing a severe crisis of survival,most of the domestic drilling enterprises are small and medium enterprises,due to the long-term planned economy,in the procurement management links also left a lot of traditional habits and practices Larger room for improvement.In this paper,a small and medium-sized oil drilling engineering company as the research object,through qualitative research methods,systematically analyzed the status of the company’s procurement management and existing problems,the use of structural decomposition theory,drawing on the theory of process reengineering steps,Business process optimization,organizational structure optimization and job responsibilities of the three aspects of procurement management to develop a comprehensive improvement measures,and on this basis,designed a performance appraisal as the core of the procurement management implementation of the security system.First of all,this paper analyzes and evaluates the current situation of purchasing management of Company C,and combs the organization structure,the division of purchasing responsibility,the procurement process and the system.Combining with the content analysis of the depth interview,to analyze the problems in purchasing management of C Company,such as unreasonable purchasing organization structure,unclear duty of procurement,imperfect procurement process,failure to implement the purchasing system,and no standardized supplier selection and evaluation system.Then,against the problems identified,it proposed improvement measures.Through the introduction of work breakdown structure and process reengineering tool,firstly,the drilling project procurement activities are clearly described,the boundary between each work and the connection between the tasks and project management personnel are established,To a certain extent,to achieve the standardization of procurement processes to compensate for the knowledge of the procurement staff of the background of the defects so that employees understand the scope of the work and their duties to ensure responsibility to the people and improve work efficiency for the selection and evaluation of suppliers to provide a standardized The process,but also for procurement management performance evaluation provides a basis.Finally,through the improvement of corporate culture performance appraisal system to establish and improve the protection of the successful implementation of the procurement management system.Through the research of this paper,the author hopes to optimize the purchasing management level of C Company,and also provide reference and reference for the procurement management of small and medium-sized engineering enterprises in China.
