Our country,a country with too many people and too limited land, whose land is very valuable.The contradiction of city scale expanding and cultivated land resources continuously reducing is the important problem that needs urgent solution in the process of rapid urbanization in China, and the coordination between General land use planning and city master plan (hereinafter referred to as the "two rules") is the important way to solve this problem, however, since the article16provisions of land administration law of the People’s Republic of China promulgated that "urban planning and general land use planning should be coordinated" in1986, problem about the two rules incongruous gradually become a consensus now, accordingly, how to coordinate the two rules, also become the focus of the academic and industry nowadays.Therefore,we should coordinate the relationship between the two rules as soon as possible, which has great significance to ensure the sustainable development of social economy and the environment and resources,and improve the relationship between human and nature. This paper analyzed the current situation of urbanization of jiantuo river town, studied the previous plan results based on the needs of people’s lives and the objective law of market economy under the conditions of city development, find out and discussed some reasons of the" two rules "incongruous (such as arable land and basic farmland protection is seldom considered in planning), and finally put forward some suggestions, hoping to provide reference for how to achieve the" two rules " coordination and make a contribution to the resource-efficient and environment-friendly harmonious society construction.
