"Two plannings in one" is a new planning model that the overall land use planning and master urban planning are implemented on one platform. With current social development and growth of economic construction, the model of "two plannings in one " will be more widely applied in future practice of planning. By replacing the existing "separation of two plannings", it will become the legal and framework document for future urban development and land planning.By taking methods of investigation, comparative analysis,data analysis, case study, cooperative study, the similarities and differences of the "two plannings" and the specific case of Lianhua town in Yuelu district in Changsha were explored,the key points of the new planning technological system and its application of "two plannings in one" were founded.The major results and conclusions are as follows.(1)The contradictions between "overall land use planning" and "master urban planning"(hereafter referring to as "two plannings" in short) were analyzed."Two plannings" were different in start points, goals, bases and technological rules.(2) Principles to construct the planning system model of "two plannings in one" were studied. The core content of the planning system of "two plannings in one" was put forward for:urban construction land use control, road planning and cultivated land protection choices, township layout and space control.(3) The primary system of "two plannings in one" was described, which included the features and the technological process.(4) Through collecting information of investigation on planning,the planning key points of town-level "two plannings in one" of "two-type demonstration town" in Lianhua town in Yuelu district in Changsha were founded out.
