Research On Patent Operation Management System Of Chinese Universities

As an important innovation subject,the universities need to establish and improve the patent operation management system.By carrying out patent operations and promoting the capitalization and industrialization of the innovation fruits,the universities support the"public innovation and entrepreneurship",and protect regional economic security.In this dissertation,the urgency of patent operation in universities is studied at the very beginning,using both qualitative analysis and quantitative analysis.The basic characteristic of patent operation in universities is analyzed.The related concept of patent operation management system is expounded.In combination with the reality of Jiangsu universities,the outstanding problem of the system is summed up.The patent management system of famous universities in China and abroad is compared.Then based on the empirical study of Changshu Institute of Technology,countermeasures and suggestions for perfecting the system are proposed.Patent operation in universities is the most important method and tactic to maintain competitive advantages and promote patent commercial value.The significant characteristics of patent operation in universities:the basic invention is more,the patent quantity is higher,the operation ratio is lower,the maintenance time is shorter.The patent operation management system in universities includes three dimensions:organization,process and mechanism.For ordinary universities,the reform path of strengthening the patent operation management system:invite the service organization,optimize the management process,perfect incentive policy.Key universities should carry out from the three dimensions of organization,process and mechanism to establish and perfect the patent operation management system.From the organization dimension,it is recommended that universities establish patent operation agencies,cultivate compound talents,entrust the patent operation service organization.From the process dimension,it is suggested that universities should carry out patent cultivation,evaluation and whole-process management,and strengthen the analysis and evaluation of technology needs.From the mechanism dimension,it is recommended that universities should implement the relevant on-duty invention system,support the operation of patent management mechanism.
