Industrial cluster has great significance to optimize regional layout, accelerate the upgrade of regional economic structure, and achieve a comprehensive, coordinated and sustainable development.An intellectual property right is generally considered the civil rights of the outcome that people create. With the establishment of WIPO and the conclusion of international conventions on intellectual property rights , intellectual property right is a common term of intellectual achievements in the world. Intellectual property management is the management that government offices ,enterprises,universities and other research institutions to regulate the work of intellectual property, intellectual property rights play a role in the intellectual property system to promote independent innovation and the formation of independent intellectual property rights, to promote intellectual property creation, management, protection and application. To achieve the objectives,utilize laws and regulations, economic and technical methods to implement maximize the economic and social benefits.In the era of knowledge economy and the global network,the development, utilization and protection of intellectual property information gain more attention. Particularly, in the network environment, with the rapid development of information technology to make intellectual property information management towards electronic, network direction, intellectual property management system will become the main manifestations that support network intellectual property information managementFor the industrial cluster theory, intellectual property theory and intellectual property management theory as the current hot issue theory in the study, this paper on the theory of industrial clusters and intellectual property management theory, according to the characteristics, development model, practice needs of industrial clusters, designing industry cluster's intellectual property management platform exits patented technology, trademarks technology and the integration of rights management technology, according to the user demand for intellectual property management providing multi-directional informational intellectual property management. Industry cluster's intellectual property management platform can improve capabilities of industrial cluster innovation, intellectual property protection, and intellectual property rights of conversion and utilization. The content of this paper mainly include the following:1. From the industrial cluster theory, intellectual property and intellectual property management theory out,detail the industrial cluster's intellectual property management platform theoretical basis.2. The paper presents a general framework for intellectual property management platform and system analysis, proposing the operating mechanism and security system of industrial clusters'intellectual property management platform. Operating mechanism includes basic adjustment mechanism, the core operating system, and associated operating mechanism. The basic adjustment mechanism includes the market and government regulation mechanism. In the core operating system, including the leadership of assurance mechanism, control feedback mechanism, sharing mechanisms and coordination mechanisms. Associated operating mechanism includes cluster innovation mechanism, cooperative mechanism, incentive mechanism and the competition mechanism. Three security systems is the information technology security system, services security system, environmental protection system. Service support system includes organizational security, financial security, and personnel security. Environmental security system includes its policies and legal safeguards.At present, the domestic industry clusters varied greatly ,building the industrial cluster intellectual management platform is a relatively new field. Therefore, the theory of industrial clusters'intellectual property management platform is far behind the development of practice. In this paper, giving the idea of building intellectual property management platform, but the specific function will be adjusted in the practical operation of different industrial clusters according to actual needs.
