Agriculture is the foundation of the national economy in our country and the strong agricultural makes a stable foundation.As a traditional agricultural country with basic national conditions which is a large population but arable land less.The maximum level of raising the utilization rate of cultivated land resources is to promote agricultural development and the only way to gradually realize agricultural modernization.Agricultural modernization includes large scale agricultural,mechanization and modernization and the large scale agricultural is the premise and foundation of agricultural modernization.To promote agricultural modernization in our country,the first is realizing the agricultural scale management.Therefore,we should be around of deepening reforming of rural land system,by speeding up to the contracted management of rural land transfer and changing the present situation of decentralized management of rural land in our country to realize the scale of rural land management.Only in this way can we provide the necessary basic conditions to the intensification of agriculture,mechanization and industrialization development.Therefore,making the research work better about the problem of rural land transfer in our country and analyzing the status and the existing main problems is very important,as well as advances some countermeasures to promote the orderly and efficient transfer of rural land.China has vast territory with the natural resource distribution uneven and the base of regional agricultural production is also differently.Therefore,the rural land transfer also should adjust measures to local conditions.Under the territory perspective of county and adhere to the problem oriented,to studying the rural land transfer problem has certain practical significance devoted to the town of Wugang in Lianshui county.The results of the study are mainly divided into five parts:The first part mainly illustrates the purpose and significance of topics.This paper introduces the domestic and international research status on the problem of rural land transfer,and generally defines the main content of the study,and research methods as well as the innovation of the article and technical route.The second part through the relevant basic theories of rural land transfer were briefly reviewed,providing a basic theoretical framework for research development.In this section,firstly defined the concept of rural land transfer.Then sums up the general types of rural land transfer,which mainly includes:subcontract,transfer,swaps,investment cooperation and so on.At the same,analyzing the main factors affecting the rural land transfer from the aspects of farmers,agricultural management main body,the government.and the necessity of rural land transfer around the deepening of rural reform,play a role of market resource allocation decisions and comprehensive constructing pattern of urban-rural integration aspects illustrates.The third part is mainly to introduce the investigation status about the rural land transfer of the town of Wugang.Firstly,the Wugang's profiles.Secondly,through the on-the-spot investigation and other methods to analyzing the Wugang's rural land transfer status and characteristics.Finaly,through the study founded that the rural land transfer scale increasing,the land transfer patterns and means of diversification,at the same time,the differences between the management benefit of land transfer after in Wugang.This study also founded that the rural land transfer in advancing plays an important role in the overall development of the county in the Wugang town which mainly reflects in:rural land transfer in order to speed up agricultural modernization development enhances the power,to promote the integration of urban and rural areas to expand the space,to promote the farmers' income to become rich dredge the channel from above three aspects.The fourth part mainly discusses the main problems about land transfer existing in the Wugang town.This study founded that the region is lack of effective land transfer of rural land transfer trading platform,land transfer main bodies operation is not standard,after the land transfer of non-staple impulse is active,land transfer after the existence of the farmers'social security problem such as relative lag,which become the main obstacle of rural land transfer in the region.The fifth part,according to previous research results,tightly around the problems founded during the investigation,from subject standard,the principle of idea,system construction,the pilot innovation and agricultural extension and so on,summerised above five aspects whic given suggestions about promoting the orderly transfer of rural land systematic countermeasures.The suggestions mainly includes:Main body role should be clear,effective work;Should adhere to the people-oriented philosophy,Scientific planning,adjust measures to local conditions,steadily push forward;Shall establish and perfect the system of norms of rural land transfer related;The pilot should business model innovation of rural land transfer;Should pay full attention to agricultural technology promoting and so on.
