Research On The Construction Of YNGT Group Information System Based On Strategic Management And Control

With the continuous development of computer technology,information technology,network technology,the informatization has been an important tool for promotion of enterprise management,improvement of labor productivity and advance of innovation.With the continuous promote of China's deepening reform,thw state-owned enterprise has been an important experience which operation from a single company to a group.And the enterprise features has been more and more obvious,such as the complicate organizational structure,cross-regional,and management virtualization.So,if there was no information to support,it must be hardly to think that how to satisfy the diversified management of the group operation,to achieve the efficient management and resource synergy.In the diversified development of state-owned enterprise group,the strategic management and control mode should be the mainstream way.It is between the decentralization financial management and control mode and the centralized management and control mode,and it should be both of decentralization and centralized way.It is very suitable for business units of one enterprise which are related untightly.Based on the strategic management,how to construct the information system,and how the information construction,management and operation ability to support the way to let the enterprise to achieve the strategic target.The research on this aspect in China's literature is rare,and lack for experience and portabilityThis paper is around the strategic management and control mode,based on YNGT group,IBM company enterprise system planning method(BSP)as the methodology,and the China Resources Group as the Benchmarking enterprise,around the closed-loop strategic management,trying to think and research how to structure the information system of YNGT.The main purposes areFirst,building a top-level information system design for YNGT Group,as a leader role,to avoid repeated construction;Second,building a theory system for the same mode state-owned enterprise to fill the blank of domestic related research that should with strict logic relation,tight connective system,detailed content and high operability.In this paper,the research way as literature study,Sampling survey,case study,thinking study and so on.Begin with the analysis and summary of the specific way about benchmarking enterprise adequately,to research the strategic positioning and management status of YNGT Group;With the help of Nolan model,corporate strategy,group management theory to carry out the management of the status quo;based on those problems,proposes improvement ideas and measures;The influencing factors of group management and control mode are analyzed;Draw on the idea of closed loop management of the Balanced Scorecard in the construction of group management and control capacity building,presented the thought of group management and control ability which is the closed-loop strategic management,and presented the core elements of the various management lines;fouse on these core elements,presented the orientation,goal,content,strategy,plan,manmagment,organization,staff,system and process of information construction,and so on.Through those research,this paper has been proposed a set of information management system which is based on strategic management and control mode,content is specific and detailed,it could be "ready-to-use" to some extent.These system and thought could provide a planning guide to the information construction ofYNGT Group in next 5 years,help the information level upgrade to a high-quality,and achieve efficient management and control,and achieve the efficient cooperation between the internal information resources.At the same time,the achievement of this research is also has a strong guiding significance and referentuiability for guiding the informatization construction in large stated-owned enterprise.
