In the new economic era of globalization and network, enterprises are facing a new competitive situation which has been swift gradually from past regional market by separate competition to present value chain ones from global challenges. The application of information technology has directly changed enterprise value-creating measures and business operating mode. This revolution from an industrial society to an information society and from an industrial economy to a knowledge economy has affected and will continuously affect politics, economy, culture, science and technology, military affairs and other areas.IT building Planning for an enterprise is getting increasingly important. Thirdly, the thesis sets up overall plan for Tiger, and also designs application structure, data structure, technique structure, systems platform and application software for Tiger information technology. Finally, it elaborates the implementation style and strategies Tiger should take in the next round of IT build-up.The thesis mainly identifies and analyzes Tiger's IT building overall requirements by applying IT-affected theoretical viewpoint, pointing out IT standard & specification which is likely to be ignored but very important and critical for enterprises, focusing on the elementary characteristics, principle and content of enterprise IT specified standard. It will be an example and reference not only for Tiger Group but for the others in IT planning build-up.
