| Todays rapid development of the internet has brought about changes in all professions and trades,which deeply impacts the real economy.The integration of the internet and the real economy orchestrated the birth of the internet economy and brought about the rapid development of the network market.Fresh commercial activities came out thick and fast when old commercial activities such as B2 B,B2C,C2 C are still fresh to people,new ones such as C2 B,O2O,overseas purchasing,microblog marketing and WeChat marketing are budding.Corresponding to the fast,convenience and high efficiency brought about by the rapid development of the network market to the economic development and people's daily life,illegal acts in internet transactions such as the purchasing of fake,poor quality commodity and contraband goods,trademark infringement,false advertising,contract frauds and internet MLM sprang up and became a serious social problem.Therefore,how to supervise the network market in an effective way and standardize network market economic order is a new issue that the government needs to settle immediately.Chinese industrial and commercial authorities began to carry out the function in 2008 to supervise the online commodity transactions and the relative services.However,embarrassing situations such as having no way to find out the business entity,having difficulty in collecting clues and getting evidence,having no way to deal with illegal activities and having difficulty in finding out the one to receive the ticket have long been faced with by the authorities and the phenomenon that the law making lags behind its application and technology protection cannot keep pace with technology infringement appear because online transactions feature virtuality,trans-time-space,low cost,big data,fast spread,wide influence,changing easily,high intelligence quotient,younger-age trend and high technology.To ease this situation,supervisory departments from the whole country and scholars in relating fields have done theoretical studies and practical explorations on the supervision of online transaction.Some of their studies and explorations are mature and some are still in initial stage.Confronted with the ever-changing situation,challenges and problems in the supervision of network market,traditional system and mechanism cannot meet the new regulatory requirements.Therefore,new thinking and ideas are needed to form a modern mode to supervise the network market.Supervising the network market is in essence to supervise the online commercial activities,which means the internet-related problems should be solved through internet-related mode of thinking.For industrial and commercial authorities who take charge of the supervision of network market,it must be their choice in the age of Internet + to think in an internet way to innovate the system,mechanism and the ways to supervise the network market,to tackle the relative problems and form a new supervision mode.In this paper,guided by the theories concerning public administration the author studied such as the science of public management,asymmetric information and bounded rational evolutionary game theory etc.,with the help of the first-hand material and data the author collected when he worked as a supervisor of network market in industrial and commercial authority in Chuxiong Autonomous Prefecture of the Yi People,using the regulatory experience at home and abroad,the author aims to put forward some countermeasures to solve the problems in the supervision of online transactions in Chuxiong industrial and commercial authorities and hopefully can be served as a references for solving other unsolved problems in this aspect. |
