Non-functional Turnover means employee who brings positive effect to organization leaves the organization, whom the organization wanna retain, especially those critical employees on key positions. Non-functional Turnover losses right people, which brings negative impact to organization. Recently, human resource has become the key to the competition between enterprises. Decreasing Non-functional turnover rate and retaining key employees has become priority for the development of the enterprise.This paper takes SD IT Shared service center as research background, with the guideline of theory March & Simon Model, (Price-Muller) 2000 model, Maslow's Hierarchy of Needs research, and reference of retaining people by golden handcuffs and culture, combining the current situation of SD IT shared service center, found that there are four main reasons leading to high Non-functional turnover rate, which are few personal career development opportunity; limited training; non work-life balance including 24*7 hours shift, high work pressure; salary with weak competition ability, etc., The paper brings up the retention system which consists of 4 suggestion:make individual development plan, which is talent strategic dialogue; complete training system based on employee development; bring in broadband salary, make complete remuneration system; enhance company culture to increase employee loyalty to decrease the turnover rate of SD IT Shared service center.This paper researches on decreasing the turnover rate of SD IT Shared service center, aims to increase the employee satisfaction then enhance their loyalty, further to retain the important human resource of the company to strengthen its competitiveness, make it develops well. Wish this study could also provide useful reference to the decreasing of turnover rate of IT area since SD IT Shared service center also belongs to the IT Industry.
