Study In Jinpeng Electronics Company About Guangzhou Comprehensive Emergency Risk Management

In order to ensure social stability and people's property out of damage,China started to construct the government emergency platform in 2003,with People's Government as the main part.Government comprehensive emergency solves the problem of resources allocations in emergencies,which focuses on coordination rather than disposal.It put forward new demands and challenges to project risk management,when software integrators construct comprehensive emergency systems.This paper discusses on risk management in government comprehensive emergency projects,taking Guangzhou government comprehensive emergency projects that was constructed by Guangzhou Jinpeng Electronic Machine Co.Ltd(Abbreviation:Jinpeng Electronic Company)as a study object,combining experiences and lessons of Jinpeng Electronic Company in the government information project management.This paper analyzes demands and features of the constructions of comprehensive emergency project,and points out the significances and urgencies of the constructions of project risk management.It elaborates the contents and features of risk management theories,together with risk management processes and organizational structures.And it analyzes the significances of project risk management in such projects as well.According to task processes in comprehensive emergency projects,it studies extensively and deeply in actual fact from the views of project managers.It combines the existing project risk management theories and refers to foreign classical models about risk management theory.From the two aspects of management and technology,it takes a series of measures,such as project risk identification,risk estimation,risk evaluation,risk planning and risk monitoring and control.Using risk estimation matrix,AHP,risk databases and other methods,it offers risk management solutions which are suitable for the construction of comprehensive emergency projects in Guangzhou.This paper discusses the plan implementation processes,guarantee measures and actual effects.The results of this study can be used to provide a basis and guarantee for risk management while Jinpeng Electronic Company implements in similar projects.Also,it has a valuable reference to construct plans on comprehensive emergency project risk management for other software integrators.
