In view of the probityissue of water project electronic bidding in our country.this paper focuses on the research of a probity analysis model of electronic bidding for water project in China.it mainly includes the following four aspects:the grey comprehensive correlation model,text mining model,comprehensive evaluation modeland case analysis of a bidding example for water project.The details are as follows:First of all,this paper studies the related theories of water engineering,electronic bidding,big data and so on.every link of bidding for data collection,and carries out data collection in every aspect of bidding for water project.By analyzing and sorting the collected data,the data is divided into structured data and unstructured data.then According to the characteristics of water engineering and big data method,a grey comprehensive correlation model is established for structured data.By using the grey comprehensive correlation model analysis of structured datagenerated in the bidding,namely commercial tender quotation data,we study the relationship between price data,and through the analvsisof the data's association relationship to determine whether there are rigging colluding behavior among bidders.Secondly,through the analysis of the characteristics of unstructured data,combined with the theoretical knowledge of data mining.the text mining model is set up for the collected unstructured data.Then using text mining model on unstructured data processing,that is,to deal with the technical tender of the tender company,to cut the technical tender text,and to deal with the after cutting words with stop word processing,to calculate the TF-IDF weight of the words,to construct the space vector,using vector cosine value algorithm to calculate the content similarity of technical tender,then through the similarity research bidding company technical scheme design,and through the similarity to analyze whether there are the plagiarismof technical solutions between biddersand analyze whether there exists rigging colluding behavior among bidders.Thirdly,based on the overall consideration of bidding documents,a comprehensive evaluation model is established to consider the impact of commercial bidding documents and technical tender on the bidding of water projects.According to the characteristics of water project,using the Delphymethodto calculates the weights of commercial tender and technical documents,andcombined with the correlation degree of commercial bid documents and the text similarity of technical bid documents to calculated the comprehensive similarity of bids,then use comprehensiveness of synthetic similarity to analyze whether there exists rigging colluding behavior among bidders.Finally,this paper establishes the probity bidding risk analysis model of electronic biddingfor water project industry through the construction of the grey comprehensive correlation model,text mining model and comprehensive evaluation model,and analyzes two bidding projects of water project of A and B by using MATLAB and IDE and the correlation degree,text similarity and comprehensive similarity degree are obtained.By using the results for rigging colluding analysis on A,B water project bidding project,the results obtained are as good as the actual results,which proves that the model is effective.
