Nature is unpredictable.Different degrees of natural disasters such as earthquakes, tsunamis, fires have occurred, and lead to a big loss to people's lives and property.911 events happened in 2001 the United States,SARS out broke in 2003 China, large tsunami assaulted in 2004 Indonesia, Earthquake happened in Wenchuan of China in 2008……All these Emergencies tell that the communications network is the easiest to be destroyed. A quality communication network is a powerful tool for protecting the smooth progress of rescue work. Therefore, a very strong demand of the emergency communication is necessary, and the advantage of dispatch system is gradually revealed.This paper firstly analyzes the needs and characteristics of emergency communications in domestic and international.Secondly, this paper pointed out the importance and urgency of establishment of emergency communications dispatching system. Thirdly, this paper analyzes the application situation of risk management which is used in information system development projects.Then this paper summarizes the theoretical and practical significance. From the perspective of project managers, this paper constructs a suitable risk management model for emergency communications dispatching system by detailed studying the process of emergency communications, combining the existing project risk management theory and referring the classic theoretical risk management models which are Boehm model, Charette system, Continuous Risk Management model, IEEE model and Software Engineering Risk Model. This management model for emergency communications dispatching system gives a risk management method from management and technical point of view at the process of risk identification, risk assessment, risk planning and risk monitoring by integrating the excellent research of project risk management and software development projects.This paper takes emergency communications dispatching system development project as an empirical study using risk estimation matrix, AHP, risk databases and other methods.
