As the key element of enterprise, Human Resource plays a crucial role in the development of the business. With the transition from personnel management to human capital management, Human resource management is capable to stimulates employee’s work fervor, to arouse employee’s work enthusiasm and the creativity efficiently, as the result of the scientific and fair evaluation of the human resource. Meanwhile deciding the comparative value of different positions is the basis of position compensation design.According to the current research, there is complete theory of position evaluation at home (i.e., researches of job evaluation focus on different positions or specific business) and abroad, (i.e., Hay group theory job evaluation system and Mercer International position evaluation theory). All the researches show that the combination of business strategy and the evaluation of diverse job elements will have theoretical and practical significance in better human resource manage in enterprises.As a very large state-owned enterprise, Dagang Oilfield Company with the very complex job setting can not complete the job evaluation efficiently by the application of current advanced HR methods the theories at present. It is necessary for Dagang Oilfield Company to set up an efficient position evaluation system by means of combination of strategic objective and management needs, scientific choosing the position evaluation indexes, selecting the reasonable evaluation method, which is the key to achieving more advance overall job management.This paper is based on a large number of relative researches all over the world, aimed to build the more rational system of job evaluation in Dagang Oilfield Company in order to lay the foundation for the construction of more scientific and fair compensation system, by means of the analysis of elements which affect the position evaluation, choosing the present used job evaluation indexes, setting up the relational data model etc.
