An multitude of learning resources have generated on the Internet with the growth of the development scales of information technology and Internet education. These resources have various forms and lack of unified and standard description, so it is difficult to establish relationship between the resources. The presented characteristics of obvious distribution, heterogeneity and self-description caused a growing strong of the learners'personalized demand for learning resources. So a kind of flexible and effective resource and access mechanism are urgently needed to solve the application requirements of users and application programs for learning resources.The appearance and development of semantic web provide a new solution idea for the problems existing in the learning resource management at present. It can realize the semantic description and knowledge organization for the learning resources data by using the ontology technology and so on, and it can also solve the problem of semantic heterogeneity in resource aggregation. It proposed the linked data based on the semantic web, unified the structure and representation form of data by using PDF data, named the data entity by using URI, unified the way to visiting data by HTTP protocol, standardized the way to inquiring data by using the standard SPARQL language. It can realize the effective organization and utilization of learning resources and provide accurate, comprehensive and personalized learning resource service for learners.This study aims to propose a kind of learning resource aggregation and management method based on linked data. The main content of this method is aggregating external data sources by Mashup idea, transforming and saving various external multiple data sources by using RDF data model, building ontology to provide unified meta-data standards for our data, ensuring sharing and reuse of the learning resources, and publishing our data by using the way of linked data finally.Firstly, this paper introduced the related technologies of linked data, especially introduced linked data in application of the learning resources organization and management, analyzed the disadvantages of organization and management of learning resource at present, proposed the way of learning resource aggregation and management based on linked data, and then proposed the the framework idea of learning resource aggregation and management based on linked data, and analyzed the implementation process of all kinds of links in details. The main idea include the aggregation and transformation to external heterogeneous resources, the correlation of resources, and the publishing of resources.Finally, According to the proposed framework, a prototype system was developed, and the system has realized the aggregation of the external heterogeneous data, the PDF conversion of data and the external release of the linked data sets. The effectiveness of the proposed RDF data conversion algorithm based on annotation was verified based on the test case standard provided by W3C. And the development of the prototype system and the corresponding experiments verified the effectiveness of the proposed framework.
