With the great development of the software and hardware of the computer?the development of the wireless network especially the development of3G(3rd-generation) and the development of the mobile device such as mobile phone?PDA, the places where people work are not only indoors any more, more and more people begin to use mobile device to do their business. Thanks to the technology of the GIS which develop fast, people can do their work which is related to location and can obtain some location or navigation service for their business. With all the technology, we can realize mobile office by which we can do our work at any place and at any time.The development of the mobile office, improve the reformation of the way of the word in all kinds of companies and organizations. the work of the traffic police has its own specialty, such as the large communication request, large number of traffic police, large working scale, mobility characteristic and so on. These characteristics make they need to do information search and deal with it in the moving condition and the non-office environment. In this situation, the traditional working way of the special network can't support and suit the requirement of dealing with the traffic problems by large number of traffic police, and therefore the traffic police are urgent to require a mobile office system which is not only carried and used conveniently but also can solve the practical problems. Making full use of the map data of the internet, the system can provide real-time traffic status information for the traffic police working, help the traffic police deal with the vehicle congestion pertinently and search the person information in real time. Finally, it can realize working in any possible places and improve the efficiency of the traffic work.According to the data and material which was collected in the start period of the paper, the paper analyzed the background of the research?the significance of the research and illustrated the development status of the contents related to the research. And based of the software design and develop technology of the mobile office of the traffic police, such as Android?Google Map and Java, I designed and realized the mobile GIS system of traffic police based on Android. The system has good interface and it has good Scalability and Maintenance. It integrated the business of the traffic police and the technology of GIS into the Android mobile system and added a new application used GIS in the industry of the traffic police mobile office.
